Where Are macOS Wallpapers Stored?
Stock macOS images live in system Wallpaper and Desktop Pictures folders. User choices and cached renders live under user Library paths.

Apple ships default backgrounds under /Library/Wallpaper and /Library/Desktop Pictures. System files in /System/Library/Desktop Pictures may also exist on some releases.
Current selection is stored in preferences and cached image data, not in a single user wallpaper file. SIP and permissions can block direct replacement of system images.

Why can I not replace a stock wallpaper file?
SIP and ownership block writes to system wallpaper folders even for admins. Place the replacement in Pictures or another user folder and select it in System Settings.
Where is the current wallpaper setting saved?
In wallpaper preferences under user Library and, on older releases, desktoppicture.db for the Dock. Read a copy with plist or sqlite tools because the live files update often.
