Steam chat history lives server-side on your account, viewable in any client without local files. What sits on disk are configs, login state and diagnostic logs.
There is no chat_log.txt to rescue. Export important conversations from the client while logged in.

Login users, friends config and client settings inside; chat history itself is NOT here. Diagnostic chatter lands in Steam\logs. History exports happen through the chat window, not the filesystem.
