Where Are Apex Legends Settings Stored?

Apex Legends stores binds, video options and game state as loose files under Saved Games, then Respawn, then Apex, then local. The key files are settings.cfg and videoconfig.txt.

Both Steam and EA App builds share this path. If the game ignores your edits, the folder or files are probably read only.
