Local Group Policy lives in a GroupPolicy folder under System32, split into Machine and User halves. Each half keeps its Administrative Template settings in a Registry.pol file. Editing policy in gpedit writes these files, and gpupdate applies them to the live registry.
The folder is an artifact, not the authority. Deleting Registry.pol and running gpupdate /force regenerates it, which is a documented fix for policies that refuse to apply. Domain policies also cache under a DataStore folder, but their source of truth stays in Active Directory.
