Hazel stores rules, matched file lists and state in its Application Support folder. Each watched folder keeps its own ruleset inside that store. The preference pane edits it live.

Permissions travel separately through system privacy settings. Fresh Macs need Full Disk Access re granted or nothing triggers. Export single rulesets for sharing, copy the folder for migration.
