Lost Ark keeps client settings in an EFGame/Config folder relative to its install directory, Unreal style. Characters and roster progress live on Smilegate and Amazon servers, so this tree only covers graphics, audio and keybinds.
That split is worth internalizing before migrations. Copying Config restores your UI and presets, but never carries characters. Those follow the account no matter which PC installs the client.

Default Steam install is C:\Program Files (x86)\Steam\steamapps\common\Lost Ark. Back up the Config folder before reinstalls or preset wipes.

Will copying Config move my characters?
No. Roster data is server side under your account. Config only restores settings and presets on the new machine.
Settings reset after a patch. What happened?
Patches sometimes regenerate the Config tree. Restore your backed up EFGame/Config copy with the game closed to get presets back.
