Where Are Apple Shortcuts Stored on Mac?

Modern Shortcuts live in a SQLite database at ~/Library/Shortcuts/Shortcuts.sqlite (plus shm/wal sidecars), with the action catalog in ToolKit/*.sqlite beside it. Older guides cite one .shortcut file per shortcut or ShortcutsDatabase.db; both predate the current layout.

The database is TCC protected (Terminal needs Full Disk Access) and cache guarded: direct edits get ignored thanks to the actions daemon, so change shortcuts in the app UI. Imports must be signed (shortcuts sign with an anyone or known people mode) or they refuse to open. iCloud mirrors across devices under a Mobile Documents path, but SQLite row deletes alone never propagate.

Can I edit Shortcuts by changing the SQLite file?

No practical effect. The daemon cache ignores direct DB writes, so edits vanish. Build and modify in the Shortcuts app; use the shortcuts CLI for scripted runs instead.

Why won't my shared .shortcut file open on Mac?

It is unsigned. Sign it first (shortcuts sign with anyone or people-who-know-me mode) and Apple treats it as legitimate; raw unsigned imports are rejected.
