The Outer Worlds 2 breaks the Unreal habit and saves into your Windows Saved Games folder instead of AppData. Steam and Epic builds write to a TheOuterWorlds2 folder there, which Steam Cloud syncs under both Arkansas and TheOuterWorlds2 roots.
The Game Pass build hides saves in its UWP container instead. If quick save does nothing, the usual cause is a missing or relocated Saved Games folder, which the game will not recreate on its own.
