Where Does Outline VPN Server Store Data?
Outline server state lives under /opt/outline (SHADOWBOX_DIR). The apiUrl in access.txt unlocks key management.

Outline's Shadowbox keeps persistent state in /opt/outline by default (overridable with SHADOWBOX_DIR): access keys, the management API certificate, and metrics. The installer drops an access.txt file with the apiUrl beside it; Manager and API clients authenticate through that URL.
That directory is the backup. Stop or snapshot the container, copy the folder, and a restore is the same folder on a new host with Docker. Keys distribute as ss:// links, so server moves never touch clients as long as hostname and ports survive. Metrics reporting is opt-in and configured from the same state.
