REAPER keeps settings, keymaps, themes, scripts and plugin lists in one resource folder. The fastest way to open it is inside REAPER itself: Options > Show REAPER resource path in explorer/finder. That avoids guessing between roaming, Library and dotfolder variants.
Audio and projects are a separate story. Unless you set a project folder, recordings land next to the .rpp project file or in a default record path. Save the project first with a dedicated folder and the files stay tidy. Portable installs keep the resource folder next to reaper.exe instead.

Where are my REAPER recordings saved?
Wherever your .rpp project file is, unless you changed the record path under File > Project Settings > Media. For new work, tick Create subdirectory for project on save so audio stays with the project.
How do I migrate REAPER to a new computer?
Copy the whole resource folder to the same location on the new machine. That moves preferences, actions, themes and ReaPack scripts in one go. Reinstall third party VSTs separately.
