UPower tracks charge and discharge rates in history files under /var/lib/upower. Desktops graph those files for battery estimates and remaining time. The daemon recreates missing files on next boot.
These files are diagnostics, not settings. Tweaking them cannot fix a dying battery. Persistent device quirks belong in udev rules, while one off tests use upower command line tools against the live daemon.
