Vercel CLI splits global from project state. Auth tokens and team scope live in a com.vercel.cli folder under the OS data home, while each linked repo keeps a .vercel directory with project IDs.

The global files generate themselves, so hand edits are rarely needed. The one rule that matters: never publish auth.json, since it grants Vercel access as you.
