ARC Raiders keeps local data in two places: %LOCALAPPDATA%\PioneerGame\Saved (settings in Config\WindowsClient, miscellany in SaveGames) and %LOCALAPPDATA%\Embark Studios\ARC Raiders for cache. Raider progress, purchases and cosmetics live server side on your Embark ID with cross progression across Steam, PlayStation and Xbox.
Treat the PioneerGame path as may vary: it comes from limited community sources (PioneerGame is the Unreal project codename) and Embark documents only the cache folder. Their clean reinstall recipe is uninstall, delete both Embark folders, empty the bin, reinstall as admin. With THE FINALS also installed, remove only the ARC Raiders part.
