The Finals keeps local data under %LOCALAPPDATA%\Discovery (Discovery is the Unreal project codename): settings and keybinds in Saved\Config\WindowsClient, miscellaneous cache in Saved\SaveGames. Contestant progression lives server side on your Embark ID.
Settings that reset on every launch are the known annoyance. The community fix is deleting the Discovery\Saved tree and reapplying options once, or marking GameUserSettings.ini read only after configuring. Some installs show a Discovery_Entrophy variant folder instead, so expect version drift.
