Koei Tecmo's own support page settles this one: DYNASTY WARRIORS 3: Complete Edition Remastered saves to %LOCALAPPDATA%\KoeiTecmo\DW3CE_RE\Saved, with the .sav files under a SaveGames subfolder. The demo parallels it with a folder named DW3CE_RE_Demo, kept separate from the full game.
That is a change from the Documents\KoeiTecmo convention that games like Dynasty Warriors Origins and Nioh use, and plenty of guides still repeat the old path for this remaster. If the game seems to have no save data anywhere, the usual cause is browsing Documents instead of AppData.
