Enshrouded keeps local saves in %USERPROFILE%\Saved Games\Enshrouded: one characters file plus world files with hex names. With Steam Cloud on, the working copy instead lives under <Steam>\userdata\[Steam-ID]\1203620\remote.
That split is the whole troubleshooting story. Keen support moves saves by copying between the two folders with Cloud off, then turning Cloud on and picking local files at the out of sync prompt. Back up the full folder first, since there is no in game export.
