Ghostwriter settings moved when the project joined KDE, which is why old guides point at a folder that no longer updates. Current builds read ghostwriter.conf from the kde.org config directory, not the old ghostwriter one.
Themes live separately under local share. And if you prefer everything in one place, creating a folder named data next to the executable switches Ghostwriter to portable mode, where settings and themes stay with the program.
