Where Does Moom Store Settings on Mac?

Moom has no config file in the usual sense. Every layout, custom action and keyboard shortcut sits in its preferences plist at ~/Library/Preferences/com.manytricks.Moom.plist. Many Tricks ships Moom unsandboxed, so the file sits in the plain Preferences folder rather than a container.
Do not edit the plist by hand. It is binary, and Moom expects to be quit before anything touches it. The vendor documented a defaults export and import flow for one-time moves between Macs, and that is the only migration path that holds up.

This single file holds layouts, custom commands and shortcuts. Read it with plutil or defaults; never swap it while Moom is running.

How do I copy Moom settings to another Mac?
Quit Moom on both Macs first. On the source Mac run defaults export com.manytricks.Moom ~/Desktop/Moom.plist, move that file over, then run defaults import com.manytricks.Moom ~/Desktop/Moom.plist on the target. Copying the raw plist over a running Moom does not work reliably.
Is there a separate layouts file to back up?
There is none. All layouts, custom commands and shortcuts live in that one preferences file. The only extra is an optional Blacklist.plist under ~/Library/Application Support/Many Tricks/Moom, and that exists only if support sent you a custom blacklist.
