Flight Simulator's mod folder moves with the install. Store builds nest it under a FlightSimulator package in LocalCache. Steam builds nest it under a Microsoft Flight Simulator folder in Roaming. Custom installs put it beside the sim itself.
UserCfg.opt settles all disputes with its InstalledPackagesPath line naming the scanned root. The sim also carries a developer mode shortcut that opens the live folder directly. Check the manifest files at each mod's root when loads fail.

Mods do not load from the folder I found. Why?
Open UserCfg.opt and read InstalledPackagesPath at the end. That line is the install the sim actually scans, overriding every default. Fix it there when mods refuse to load from the expected folder.
How do I open the real Community folder fast?
Enable Developer Mode in options, then Tools, Virtual File System, Packages Folders, Open Community Folder. That opens the live folder whatever the install layout. Mods need manifest and layout JSON files at their root.
