Nebo keeps pages in private app storage on each device. MyScript Cloud carries libraries between phone, tablet and desktop when logged in.
Local export to PDF or .nebo files gives a portable copy. Moving without Cloud means exporting first. Wiping before sync finishes loses recent ink.
