New World keeps local options in %APPDATA%\AGS\New World\savedata\usersettings.javsave: keybinds, graphics and UI. Characters, items and levels live on Amazon servers and never touch your disk.
Two quirks dominate support threads. Steam Cloud does not cover the savedata folder, so manual copies are the only backup. And crashes or updates spawn usersettings_[id].javsave duplicates while resetting options, so the fix is restoring your backup into savedata rather than tweaking in game. A %LOCALAPPDATA%\AGS variant holds cache on some installs.
