RustRover keeps the JetBrains family layout: settings and plugins in a versioned config folder, indexes and caches in a versioned system folder beside it. Toolchains and SDK definitions travel with the config.
Rust projects index aggressively, so the system folder grows fast. Wiping it is the standard cure for phantom borrow checker highlights, and your keymaps and plugins survive because they live elsewhere.
