ruTorrent has no config in your home directory. Everything hangs off the directory it was installed into on the web server, with conf/config.php as the entry point and per-plugin files beside it.
The exact prefix depends on who installed it. Seedbox panels commonly use /srv/rutorrent, Arch-based distros use /etc/webapps/rutorrent/conf with symlinks, plain manual installs sit under /var/www. Find your install root first; the layout below it is the same everywhere.
