C:\Users\[Username]\Downloads is the default, and Windows treats it as a known folder rather than an ordinary directory. That distinction is the point: Save dialogs, browsers and apps look the known folder up, so they follow it wherever it points.
Windows 11's OneDrive backup covers Desktop, Documents and Pictures, not Downloads, so a fresh setup normally leaves Downloads in your profile. A machine managed by your employer's Group Policy can have it redirected, and you can move it yourself.
Open it fast. Ctrl+J in any browser jumps to the download list, Win+E puts Explorer on screen with Downloads in the navigation pane, and shell:Downloads typed into the Run box opens it directly.

This is the FOLDERID_Downloads default, written as %USERPROFILE%\Downloads, and it holds on Windows 10 and 11 alike. To move it, right-click Downloads in File Explorer, Properties, Location, Move: that re-registers the known folder, which is what keeps Save dialogs and downloads pointing at the new place. Dragging the folder to another drive leaves the old registration behind and breaks that link.
