Growth is normal and mostly hardlinks rather than unique bytes. Cleanup runs through DISM component store operations on a schedule plus manual triggers. Direct deletion corrupts servicing beyond repair, the classic well meaning disaster.

Why does Explorer say it is enormous?
Hardlinks. Explorer counts shared files once per link, inflating the apparent size severalfold. Actual disk cost is far lower than Properties claims, which deflates most panic.
