Wuthering Waves keeps PC settings inside its install folder: ...\Wuthering Waves Game\Client\Saved\Config\WindowsNoEditor, with Engine.ini and GameUserSettings.ini. A LocalStorage.db sits nearby in Client\Saved\LocalStorage. Roster and gacha progress are server side on your Kuro account.
Two details save time. The install subpath differs between the Kuro launcher, Steam and Epic builds, so navigate from your own install root. And edits to GameUserSettings.ini revert on launch: persistent tweaks belong in Engine.ini under ConsoleVariables or SystemSettings.
