Cubase stores preferences in a version named folder: %APPDATA%\Steinberg\Cubase 14_64 on Windows, ~/Library/Preferences/Cubase 14 on Mac. Defaults.xml inside holds the live settings; presets, key commands and port setups sit beside it as sibling XML.
New versions inherit forward from up to two majors back, which migrates your setup and occasionally your corruption. That inheritance is why support insists on hiding old version folders too, not just the current one, when chasing a bad preference.

Run %appdata%/Steinberg to open it. Replace 14 with your major version. Rename (never delete at first) with Cubase closed. Back up Key Commands.xml separately: it is the file everyone misses.

Quit Cubase, rename the version folder (Cubase 14_64 to xCubase 14_64), and relaunch: it builds factory defaults. Copy back individual files (Key Commands.xml first) from the renamed folder to keep your customizations.
Should I use Safe Start or delete the folder?
Try Safe Start with Disable Preferences first: it temporarily quarantines Defaults.xml (keeping a .backup) without deleting anything. Full folder deletion is the last resort, and it merges settings forward from up to two versions back on next launch.
