Deliver Us Mars splits its data across two conventions. Saves sit in a Saved folder inside the game installation directory, while settings use the normal LocalAppData location under the DeliverUsMars name.
The install-folder half is the one that bites. Moving the Steam library, verifying files, or uninstalling all touch the directory your progress lives in. Copy the Saved tree somewhere safe before any of those operations; Steam Cloud helps, but a manual copy does not depend on sync timing.

Yes, and that is the risk. The install folder holds your progress, so wiping it for a reinstall deletes saves that Steam Cloud may or may not have mirrored. Back up first.
