eFootball keeps almost nothing on your PC. Teams, progress, and purchases live on Konami's servers tied to your account, so reinstalling and logging in restores the parts that matter.
What does sit locally is a small settings file under Documents in a KONAMI folder, with separate branches per store version. Back it up for graphics and controller preferences, but do not expect it to rescue a squad. Only Konami's servers can do that.
