Where Are Last Epoch Save Files?
Last Epoch stores local saves in AppData\LocalLow\Eleventh Hour Games\Last Epoch\Saves on Windows. Steam Cloud can sync the same Saves folder.

On Windows local characters and stash backups live under AppData\LocalLow\Eleventh Hour Games\Last Epoch\Saves. The files are per character and can be copied for backup.
Online characters also require the Last Epoch account and server data. Local files alone will not restore online progress if the server copy differs.

%USERPROFILE% is usually C:\Users\<username>. Steam Cloud syncs this Saves folder when enabled.

$HOME is /home/<username>. Native Linux builds use this Unity config path. Proton builds instead mirror the Windows LocalLow path under compatdata/899770.

Are Last Epoch online characters stored locally?
Only partly. Local files hold cached data, but online progression is checked against the server. Use the in game account system to keep online characters in sync.
Where are Last Epoch settings?
Settings are in the Windows registry under HKCU\Software\Eleventh Hour Games\Last Epoch. True offline play from the exe uses the --offline flag. Back up saves before switching between online and offline modes.
