Where Does Minecraft Forge Store Mods and Config?

Forge does not use its own directory. It reads the same mods folder as vanilla-adjacent loaders inside your .minecraft game directory. Install Forge, run the Forge profile once so it creates the folders, then drop .jar files into mods.
Mod config files land in a config sibling folder after first launch. When a mod misbehaves, deleting its config file and relaunching regenerates defaults, which fixes more problems than reinstalling the mod. The launcher shortcut matters: each installation profile can point at a different game directory, so open the folder from the profile you actually play.

Paste %appdata%\.minecraft into the Explorer address bar. The mods folder appears after one Forge launch. Config files for individual mods sit in the config folder next door.

There is no mods folder, what do I do?
Launch the game once with the Forge profile selected, then close it. Forge creates mods and config on that first run. If the folders still do not appear, check you actually launched the Forge profile and not the vanilla one.
Can Fabric and Forge mods go in the same folder?
They share the same mods folder inside each profile, but a mod built for one loader will not run on another. Match the mod file to your installed loader and to the exact Minecraft version. The launcher installations tab has a folder icon that opens the right game directory.
