NetGuard stores firewall rules in its private sandbox and nowhere else user reachable. Without root the folder is invisible. The supported move is the settings export inside the app.

The GitHub version and the Play version share the same package layout for data purposes. Back up through export before ROM changes or uninstalls. Reinstalls start empty otherwise.
