Overwatch 2 stores PC graphics and gameplay preferences in Settings_v0.ini inside Documents\Overwatch\Settings. Your heroes, skins and ranks live on Blizzard servers, so this file only covers local things like resolution, keybinds and highlight export options. Copy it to migrate settings to a second PC.
The classic trap is OneDrive. Blizzard games write into the live Documents folder, and when OneDrive backup is on, that folder moves under OneDrive without telling you. The game then reads defaults, and your settings appear to reset on every launch.

OneDrive backup of Documents is the usual cause. It moves the live folder into OneDrive, so the game writes to a different path than the one you backed up. Exclude Documents\Overwatch from OneDrive sync, or set Settings_v0.ini to read only after configuring the game.
How do I save a highlight as a video file?
Open the Highlights menu, pick a highlight and choose Save. The video file lands in Documents\Overwatch\Videos\Overwatch. The recording quality and format come from the MovieExport section of Settings_v0.ini.
