Path of Exile 2 has no save file at all. Characters, stash and items live on Grinding Gear servers because the game is always online, so reinstalls and PC swaps never touch progress.
What does live locally is your setup: poe2_production_Config.ini plus the OnlineFilters folder with .filter files. Back up the whole Documents/My Games/Path of Exile 2 tree and both travel together.

Where do I put a downloaded loot filter?
In the OnlineFilters subfolder as a .filter file, then select it under Options, Game, Item Filter. Any other folder gets silently ignored.
Settings reset after reinstall. What happened?
The local folder was wiped or permission blocked its creation. Restore your backed up Path of Exile 2 folder with the game closed, or create it manually and reinstall.
