SoftEther stores each component beside its own binaries: vpn_server.config for the server, vpn_client.config for the client, vpn_bridge.config for bridges. The files update whenever settings change and reload on next boot, with defaults if missing.
Permissions matter by design. Windows locks the file to Administrators and SYSTEM, while Linux installs expect root ownership at /usr/local/vpnserver. Edit with a UTF-8 capable editor when touching it by hand.

Run the Flush command in vpncmd or stop the service cleanly first. The server holds settings in memory and writes them out every few minutes, so a file copied mid run can lag behind the live config.
How do I migrate SoftEther to a new server?
Copy vpn_server.config into the new install directory while the service is stopped, fix ownership to root with mode 700, then start. The client side equivalent is vpn_client.config next to the client binaries.
