Stellar Blade saves on PC in %LOCALAPPDATA%\SB\Saved\SaveGames\[64-bit-Steam-ID] (StellarBladeSave00.sav per slot), mirrored to Documents\StellarBlade\[ID] and Steam userdata 3489700 for Cloud. Config sits in SB\Saved\Config\WindowsNoEditor.
A full wipe means all three plus Cloud off, or saves stroll back on next launch. Borrowed saves need hex editing your own SteamID into the file with a valid Slot 0 present, or the game ignores them. Folder and embedded ID both use the long 64 bit form; userdata uses the shorter Steam3 number.

Can I use a downloaded Stellar Blade save?
Only after hex editing your 64 bit SteamID into the file and keeping a valid Slot 0 alongside. The game validates the embedded ID and skips files that fail it.
