UltraVNC resolves its ini through a priority chain: portable marker beside the exe wins, then per-user LocalAppData, then shared ProgramData. Fresh installs create the shared copy and migrate legacy install folder files there automatically.

The service always reads the shared or portable copy, never a user folder. That split explains settings that stick in the viewer but vanish for service mode connections. Pick one mode per machine and keep it.
