Verdun splits its data by store in a way that confuses people. The Steam version keeps progress in the Steam userdata tree under app 242860, synced by Steam Cloud. Settings live apart from saves in the Windows registry under the WW1 Game Series key.
That split means a full migration needs two stops: the userdata folder for loadouts and unlocks, plus the registry key for bindings and graphics. Export the key from regedit if you want the new machine to feel identical on first launch.
