Windows keeps Wi-Fi profiles in a protected system folder, exportable per network with netsh wlan commands.

Saved Wi-Fi networks live in a protected system folder ordinary users cannot browse. Each profile is an XML file with the network name, security settings and the encrypted key.

The supported route is netsh, not the folder. Export commands dump profiles to readable XML, optionally with cleartext keys. Direct folder access needs SYSTEM rights and gains you nothing over the export.
