Where Are Windows Taskbar Pins Stored?
Taskbar pin shortcuts plus the registry that registers them, and why copying alone never pins.

Windows pins traditional apps as .lnk files in %APPDATA%\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar (open via shell:User Pinned\TaskBar). Orphan pins without matching desktop shortcuts land in ImplicitAppShortcuts hex folders beside it, which is why the TaskBar folder often looks incomplete.
Copying a shortcut into TaskBar never pins by itself: Explorer must also register the pin in HKCU Taskband, and both halves must agree. Supported backup is robocopying the folders plus exporting the Taskband key, then restarting explorer to apply.
