The Witcher 3 stores saves in Documents, under The Witcher 3, then gamesaves. Both Steam and GOG copies use this same folder.
OneDrive causes most missing save reports. If Documents syncs to OneDrive, a stale cloud copy can shadow the real folder, so check the local OneDrive mirror too.
