Firaxis puts the whole player side of XCOM 2 in Documents: SaveData for campaigns, Config for every tweakable .ini, and Logs for crash diagnostics. None of it lives in the Steam folder, so reinstalls are harmless.
Ironman players should learn this path first. Ironman keeps a single save the game rewrites after every action, which is the point of the mode. A manual copy pulled aside between missions is the only undo the game will never give you.
