Where Are XCOM 2 Save Files?
XCOM 2 stores saves and config under Documents\My Games\XCOM2 on Windows. Steam Cloud syncs saves but skips some customization files.

On Windows the Steam version writes saves to Documents\My Games\XCOM2\XComGame\SaveData. Config INI files sit in the sibling Config folder.
War of the Chosen uses a separate XCOM2 War of the Chosen branch on some installs. Check both branches if you own the expansion.

%USERPROFILE% is usually C:\Users\<username>. Steam Cloud syncs saves. Character pools are stored locally but are not all synced.

Holds XComEngine.ini, XComGame.ini and input files. Edit with the game closed. The -nostartupmovies flag goes in Steam launch options, not in these files.

$HOME is /Users/<username>. Feral port mirrors the Windows My Games tree under VFS.

$XDG_DATA_HOME is ~/.local/share by default, or /home/<username>/.local/share. War of the Chosen uses a separate XCOM 2 WotC branch with XCOM2 War of the Chosen in the path.

Does Steam Cloud back up XCOM 2 character pools?
No. Steam Cloud skips custom characters and pools. Copy the full XCOM2 folder manually if you want those files.
Where are War of the Chosen saves on Linux?
They are under a separate feral-interactive XCOM 2 WotC branch ending in XCOM2 War of the Chosen/XComGame/SaveData. Back up both the base and WotC branches if you play both.
