ChatSecure stores everything on the device. XMPP accounts, OMEMO keys, and message history live in the app's private database, with secrets in the iOS keychain. No cloud account mirrors any of it.
That makes device backups the whole story. An encrypted iTunes or iCloud device backup carries the app data across; an unencrypted one may drop keychain items and strand the history. There is no web login to fall back on, by design.
