Dropbox keeps a hidden staging folder inside the sync root itself. It is called .dropbox.cache and holds upload chunks plus recently deleted files. The app clears it on its own every few days, which is why a drive sometimes frees up on its own after a big delete.
When space does not come back, this folder is the first place to look. It is safe to empty through the official clear steps. The separate config side (info.json and host databases) records where your Dropbox folder lives, so check that when the folder itself seems to have moved.
