Hogwarts Legacy stores saves under AppData/Local/Hogwarts Legacy/Saved/SaveGames, inside a subfolder named with a numeric user ID. Files are called HL-00-00.sav and similar, with SaveGameList.sav tracking the slots. Config sits nearby in Saved/Config.
That ID folder is why saves seem tied to one Windows account. A second Windows user gets a different ID path. Copy the whole ID folder when migrating, and keep SaveGameList.sav with it. Delete only that list file when slots go missing.

How do I fix missing Hogwarts Legacy saves?
Check the SaveGames folder for your ID subfolder and back it up. Delete only SaveGameList.sav with the game closed, then relaunch so the game rebuilds the list from the HL sav files.
Can I move a save to another Steam account?
Partly. Start a new game on the target account to create its ID folder, close the game, then copy your HL sav files into that folder and rename to match its slots. The ID folder name itself must stay as created.
