Star Rail keeps PC settings in the registry: HKCU\Software\Cognosphere\Star Rail for overseas builds, a miHoYo key with the Chinese title for CN builds. Graphics flags and account cache live there, alongside LocalLow logs and the %LOCALAPPDATA%\HoYoverse cache.

None of it is progress: Trailblazers, pulls and story live on your HoYoverse account and server. HoYoverse support's own launch fix is deleting the registry key plus the HoYoverse cache folder, which resets local options without touching the account. Region and launcher (HoYoPlay versus Epic) shift exact names, so expect variation.

No need and no effect. Log in with the same HoYoverse account and server on the new machine; local files hold settings and cache that rebuild themselves.
