IRCCloud is an always connected IRC service, and that architecture decides where logs live. Your connection stays on their servers even with every device off, so chat history is fetched from the server whenever you sign in. There is no local log directory to back up.
The desktop app was an Electron wrapper around the same service and is now discontinued, with IRCCloud recommending the website installed as an app instead. What sits on your disk is only a browser style cache. Real history management, including export and deletion, happens on the website.
