Snipping Tool autosaves finished snips as PNG files into the Pictures Screenshots folder once the save toggle is on. Win Shift S alone only stages to clipboard, which is why captures seem to vanish.
Recent builds split screenshots from screen recordings with separate save settings. Both default into Screenshots, and both can point elsewhere without moving the whole folder.
