Webex sends recorded meetings to one of two places. Record to the cloud and the file appears in User Hub under Recordings, sometimes hours later. Record to your computer and it lands in a local folder as an MP4, as long as your site administrator has turned on local recording for your site.
The local folder depends on the client you used and on where you told it to save. Cisco documents Documents on Windows and the Home folder on Mac as the defaults, and the app's own settings screen always shows the current destination, which beats guessing at the path.

This is the default for recordings started from within a meeting. Some routes go elsewhere: recordings made from the Webex app save to the Downloads folder until you change Settings > General > Default file location. The settings screen shows the live path, so check it before hunting.

Cisco documents the Home folder as the Mac default, with a Webex Recordings subfolder inside it. Older versions used different folders, so confirm the current one in the app's recording settings rather than assuming this exact path.

The raw recording is converted to MP4 after the meeting ends, so the file only appears once that finishes. If a file never converts it may be a legacy ARF or WRF recording, and converting ARF to MP4 only works on a Windows computer.
