WeChat keeps history on device only, never on Tencent servers. The desktop client stores files and per account data under a WeChat Files folder in Documents, which doubles as the backup target for phone migrations.
Backups run over shared WiFi through the hamburger menu, not through any cloud. The phone stays the master copy, so desktop reinstalls never rescue a deleted mobile chat.
